The Business: Unintended Consequences For The Other France

The Quebecois may have, unintentionally, made things worse for hobbyists in their province.

The problem is that the intent of the law does not account for the realities of business in tabletop gaming. Specifically, that printing with traditional print runs is prohibitively expensive (on top of the expense of transation itself) and that there is no copyright carveout to allow for such.

Boardgames are not Big Money. Tabletop? You're not D&D, so LOLno. Card games? Some are big enough to make it worthwhile, but for most also LOLno.

On the face, this makes it harder to get products in the hands of Quebecois buyers at retail. The reality is down to enforcement, which I am not competent to comment about; ask someone there what it is like.

That said, I have to agree with Runkle here; this hurts local retail, not so much local hobbyists, as they can mail-order and order online. Might I suggest to my Quebecois counterparts that you too should return to the Clubhouse?
