Nonsense.
You can handle much bigger battles than that. Your ancestors did, and they did it for real while lacking anything more sophisticated than horns and messengers.
Hundreds a side? Try thousands per side per front. If a non-professional--and that's what Roman generals were--can do this with real men on real terrain for real stakes, you can do it with toy figures on a kitchen table for entertainment.
Yes, you can do this using AD&D 1st Edition as-written. ACKS is made to handle this also.
Stop thinking small-time. You have a world to conquer. Go tread down the jeweled thrones of the Earth under your sandaled feet already, and crush everyone that gets in your way.
And yes, you can raise your own Legion really easy in a proper D&D campaign. Try it sometime.
