This clip from Arch's podcast shows that there's a power play going down.
The cited article is a trial balloon.
The power play going on in China is between factions within the CCP. Tencent et. al. are aligned with the Ziamin faction, which is the enemy of Winnie the Pooh, and that powerbase has to be attacked before it leads to a counteroffensive that ousts Winnie and his allies from power in the party (and thus the Chinese state).
The power play being trialed with the cited article isn't about being a ChiCom asset executing ChiCom objectives. It's about Globohomo internal factionalism testing to see if now is a good time to execute an internal power play between a faction based in Western gaming and those that want to seize it for their own ends. Neither side is your friend.
Same as why no faction in China is a friend of the West: both agree that you are the enemy. These are Death Cultists fighting to see who gets to lead the cult.
If there are more articles in this vein in the near future, then we'll see that it is Go Time for this iternecine squabble, at which point (a) Let Them Fight and (b) do what you can to ensure that both sides suffer big no matter who wins (i.e. ensure a Pyrhhic victory) because both sides hate you.
If not, then it will happen down the road because Cultists Gotta Cult and where there are stakes to be protected there's conflict to be had.
