They can't agree to just READ THE FUCKING MANUAL AND DO WHAT IT SAYS!
You do not waste time with agreement-incapable people. You crush them and move on; even Wizards of the Coast, for its own reasons and perspective, gets this and is doing what it can to achieve it.
