Sure, he did this to shill some PDF Slop that you don't need, but the point remains that a proper game has the tools necessary to do this in the box- no need for external supplements. That's why AD&D1e is still Best D&D and every succeeding edition sucks to varying degrees.
Yes, you can do this at all levels of play. Yes, you can do this at the table. Yes, you can do from the start. A competently designed and published game is like that, which says a lot about the products on the shelve presenting themselves as real games over the decades.
